PROBLEM TO BE SOLVED: To provide a winch lifting method and a winch lifting device for lifting and recovering a person needed to be rescued capable of easily and stably lifting an object drifting on a water surface with a lifting and recovering net.SOLUTION: A winch lifting method for lifting and recovering a person needed to be rescued that, by the rotation of a motor 15, moves a lifting and recovering net 17 in a lifting direction with respect to a water surface W1 through a wire 16 includes: a speed control mode for moving the lifting and recovering net 17 by performing speed control so as to control the motor 15 to be a predetermined speed; a first torque control mode for holding the lifting and recovering net 17 on the water surface W1 by performing torque control of the motor 15 so as to acquire torque output that can maintain the wire 16 in a tension state; and a second torque control mode for elevating the lifting and recovering net 17 in the water W2 by performing torque control of the motor 15 so as to acquire torque output smaller than the torque in the first torque control mode.
