PROBLEM TO BE SOLVED: To provide a scheduling device which reduces hardware scale and simplifies processing.SOLUTION: The scheduling device sets a next output time for a stored cell in each queue for each connection number and forms an output instruction of the stored cell with the set next output time to which the present time is matched. The scheduling device includes: an associated memory storing the next output time for each connection number; and a present time control part which increases the present time just by 1 in any other case than a case where a plurality of next output times matched to the present time are retrieved when retrieving the associated memory, stops updating the present time in the case where the plurality of next output times matched to the present time are retrieved, and cancels the delay of the present time from a master time caused by this stop by hastening an update cycle of the present time in the case where the next output time matched to the present time cannot be retrieved.
