PROBLEM TO BE SOLVED: To provide a scheduling device which reduces hardware scale and simplifies processing.SOLUTION: The scheduling device sets a next output time for a stored cell in each queue for each connection number and forms an output instruction of the stored cell with the set next output time to which the present time is matched.
