Allows estimation of sleep stage at the time when no data exists. An estimation unit that acquires biological data indicating a heartbeat wave; and a parameter estimation unit that estimates the parameter using the biological data with respect to a mathematical expression that defines a medium-frequency component of the heartbeat wave using a parameter. And a sleep stage estimating means for estimating a sleep stage from the value of the medium frequency component at an arbitrary time point based on the mathematical formula to which the parameter is applied.
