The invention relates to a communication entity (100a) associated with a base station (101a). The communication entity (100a) comprises an analyzer (103) configured to analyze the content and/or type of a message received by the base station (101a), a local message distributor (105) configured to adopt a local message distribution policy for distributing the message to at least one user equipment of a plurality of user equipments (110a-d) on the basis of the content and/or type of the message, and a global message distributor (107) configured to adopt a global message distribution policy for distributing the message to at least one of a plurality of further communication entities (100b-d) on the basis of the content and/or type of the message, wherein each further communication entity (100b-d) is associated with a respective further base station (101b-d).
