In a conventional pulse charging method a low-voltage value for the pulse voltage is 0 (zero) V . When the low-voltage value during charging is low there is a problem in that the negative electrode of a secondary battery deteriorates. Therefore, provided is a secondary battery device equipped with a secondary battery and a charging/discharging control device that controls the charging/discharging of the secondary battery wherein the charging/discharging control device alternately repeats a high-voltage charging in which a pulsed high voltage is applied to the secondary battery and low-voltage charging in which a low voltage higher than 0V and lower than the high voltage is applied to the secondary battery.
