The invention relates to a composite material to be employed as a biologically-active substance controlled release system and to a process for preparing the same. According to the invention, the material comprises a mesoporous silica having pores of medium sizes between 2...50 nm, a release control agent such as a straight C8-C30 aliphatic alcohol or a saturated or unsaturated C14-C40 aliphatic hydrocarbon and a biologically active substance having a water solubility higher than or equal to 20 g/l. The process, as claimed by the invention, comprises the stage of covering the mesoporous silica - biologically active substance composite with the release control agent, in liquid state or as a solution, dissolved in a non-polar solvent, the resulting product having a release control agent : mesoporous silica - biologically active substance composite mass ratio of 0.2:1...5:1.
