The embodiments of the invention provide a security negotiation method, security functional entity, core network element, and user equipment. The method comprises: a security functional entity receives an authentication request transmitted from a core network element and generated by the core network element according to request information of user equipment (UE); the security functional entity communicates with the UE to perform, according to the authentication request, an authentication and key negotiation, and generate a security parameter comprising a first key; the security functional entity receives a key request transmitted from the core network element; and the security functional entity generates, according to the key request and the first key, a security key for use between the core network element and the UE. The method can be employed to negotiate NAS security with respect to a 5G network architecture, thereby satisfying a security requirement of a 5G network.
