The present invention relates to a method for determining a user plane protocol stack, and a control plane network element and system. The method comprises: acquiring attribute information about a service of a terminal; according to the attribute information about the service, determining a user plane protocol stack to be used for service transmission, and determining a user plane network element serving the terminal; and sending protocol stack type indication information about the user plane protocol stack to the user plane network element and an access network element, wherein the protocol stack type indication information is used for indicating user plane protocol stacks corresponding to the user plane network element and the access network element. According to the present invention, the determination of a user plane protocol stack to be used is realized according to different service requirements of a terminal, thereby flexibly satisfying the requirement of a terminal service.
