A water collecting and draining system comprises a drainage ditch (1), a vertical drainage well (2), a drainage pipe (3), and a water collecting channel (4). The vertical drainage well (2) is respectively connected to the drainage ditch (1) and the drainage pipe (3). The water collecting channel (4) is connected to the drainage ditch (1). A plurality of drainage tubes (201) having different lengths are arranged on the vertical drainage well (2). The vertical drainage well (2) comprises a sand-free concrete pipe (202), a geotextile filtration mesh (203), and a water filtration mesh lining (204). The geotextile filtration mesh (203) is wrapped around the periphery of the sand-free concrete pipe (202). The water filtration mesh lining (204) is wrapped around the periphery of the geotextile filtration (203). The drainage tubes (201) are arranged perpendicularly to the sand-free concrete pipe (202), and communicate with the inside of the sand-free concrete pipe (202). The invention also provides a construction method of the water collecting and draining system.
