EXPRESSWAY EMERGENCY LANE OCCUPATION SUPERVISION AND PUNISHMENT METHOD AND SYSTEM

An expressway emergency lane occupation supervision and punishment method and system. The system comprises a mobile terminal and a central computer. The method comprises: a citizen takes pictures as an evidence and uploads the pictures to the central computer when finding that another vehicle is illegally occupying an emergency lane; automatically read and upload location information of a user; the central computer obtains, by means of network transmission technology, the picture information and the location information which are uploaded by a mobile terminal, distinguishes whether the reporting behavior is vicious or not, performs technical processing and license plate recognition on uploaded images, checks a road segment where the violation behavior occurs, and determines whether the violation behavior is an emergency lane violation behavior or not; the central computer automatically searches and matches owner information corresponding to a violation license plate number; a background automatically sends a penalty decision. The method resolves the problems that the existing expressway emergency lane is weak in supervision, high in investigation difficulty, insufficient in police strength and incapable of achieving full road segment real-time monitoring. Moreover, the system improves the punishment efficiency and promotes intelligent development of traffic management.
