A multi-axis high-energy particle beam cladding and milling composite printing device, comprising a base (100). One side of the base (100) is provided with an operating table (200); one side of the operating table (200) is provided with a multi-axis milling mechanism (300); the multi-axis milling mechanism (300) comprises a milling seat (310) and a tool seat (320); the milling seat (310) is provided at one side of the tool seat (320) at an interval; a first guide rail (330) and a second guide rail (340) are disposed below the milling seat (310); the first guide rail (330) is provided perpendicular to the second guide rail (340) and is disposed above the second guide rail (340); a spray gun holder (400) is provided at one side of the operating table (200) at an interval; and a surfacing spray gun (410) is clamped on the spray holder (400). A horizontal distance between the milling seat (310) and the operating table (200) or the spray gun holder (400) is adjusted under a guiding action of the first guide rail (330) and the second guide rail (340), so that the milling seat (310) is moved to a position above the operating table (200) or the spray gun holder (400); a milling clamp (411) clamps a tool or the surfacing spray gun to form a single-layer or multi-layer components approximate in form formed on the operating table (200) and performs milling to achieve a size and surface precision required by the components; and thus a machined part does not require secondary machining.
