[Problem]There is a significant social problem in that major accidents have increased as a result of looking away or inattentiveness on the part of a pilot, captain, operator, or the like of a moving body such as an airplane, ship, train, or automobile due to using an electronic device such as a cell phone, smartphone, tablet terminal, personal computer, or game device while in a state other than a stopped state.[Solution]Position information output from a GPS or the like position detection device can be used to calculate the movement speed, and a determination as to whether a user is the operator of the moving body can be made by photographing the face or eyes of the user with a camera, and detecting and analyzing the user's point of gaze by means of image processing. When it is confirmed that the user is the operator and the movement speed is equal to or greater than a set speed, an accident countermeasure such as forcing the electronic device to restrict its functions or to cease operation is executed, thereby preventing major accidents.
