Disclosed are a radiotherapy plan generation method and a radiotherapy plan system in the technical field of medical devices. The radiotherapy plan is aimed at a radiotherapy apparatus (100) having both a conformal treatment head (20) and a multi-source focused treatment head (10), so as to achieve collaboration by the different treatment heads (10, 20) on one apparatus, thereby improving the therapeutic efficiency and therapeutic effect. The radiotherapy plan generation method is applied to the radiotherapy apparatus (100), the radiotherapy apparatus (100) comprising at least two treatment heads (10, 20). The radiotherapy plan generation method includes: acquiring a body image of a patient (S101); according to the acquired body image, determining a treatment target region (S102); acquiring a prescribed dose for the treatment target region (S103); and according to the treatment target region and the prescribed dose for the treatment target region, determining treatment heads (10, 20), a treatment method and a treatment driving method all suitable for the target region (S104).
