A positioning base station (1) comprises: a rotating laser plane emitting unit, a distance measurement device (40), and a synchronization device (50). The rotating laser plane emitting unit is configured to rotate around a rotation axle (60), and transmit two laser plane signals emitted at configured angles. The two laser plane signals are configured to scan a space. The distance measurement device (40) is configured to transmit a distance measurement signal configured to measure a distance between the positioning base station (1) and a device to be positioned. The synchronization device (50) is configured to transmit a synchronization signal configured to synchronize times at the positioning base station (1) and the device to be positioned.
