Disclosed are a system and method for the fracturing and permeability enhancement of a coal body using an electrical pulse, which are applicable for improving the gas extraction rate of a low-permeability and high-adsorbability coal layer. The system comprises a high-voltage charging power supply (1), a high-voltage energy storage capacitor (2), a discharging switch (3) and a high-voltage breakdown generator (5). The high-voltage charging power supply (1) rectifies and boosts a 220V alternating current to an adjustable voltage in the range of 0kV-300kV; the high-voltage energy storage capacitor (2) can store high-voltage electricity; the discharging switch (3) can realise the instant release of the high-voltage electricity stored by the high-voltage energy storage capacitor; and the high-voltage breakdown generator (5) can apply pressure in the three axial directions of a coal sample via a hydraulic control system. The system uses the high-voltage pulse discharging technology to realise the fracturing of a coal layer, can better unclog a channel in the process of gas permeation, and can improve the gas extraction rate of a low-permeability and high-adsorbability coal layer.
