In order to improve repeatability of test results in a vehicle test performed after warming up, a vehicle testing system 100 which tests a test vehicle V after warming up, with a wheel W of the test vehicle V mounted on a rotating body 21, is provided with: temperature sensors T1, T2 which measure a temperature of the rotating body 21 or the wheel W; temperature acquiring units 12, 13 which acquire the rotating body temperature or the wheel temperature measured by the temperature sensors T1, T2; and a warm-up completion determining unit 15 which determines whether warming up is complete, on the basis of the rotating body temperature or the wheel temperature during warming up, acquired by the temperature acquiring units 12, 13.
