Disclosed are a method and device for assigning a number to an intelligent card over the air. The method comprises: an SM-DP receiving a download request sent by an operator, and carrying out, based on an ID of a user equipment card and a pre-registered SM-SR identifier in the download request, bilateral authentication with an SM-SR; after passing authentication, the SM-DP receiving pre-set eUICC information sent by the SM-SR and extracted by the SM-SR according to the ID of the user equipment card; the SM-DP notifying, when determining that an eUICC can download subscription data based on the pre-set eUICC information, the eUICC for establishing a new ISD-P by means of the SM-SR, and negotiating, after receiving a notification indicating that the eUICC establishes the new ISD-P, with the new ISD-P of the eUICC with regard to a transmission key of the subscription data by means of the SM-SR; and the SM-DP selecting one piece of generated subscription data, using the transmission key to encrypt the selected subscription data, and sending the encrypted subscription data to the eUICC.
