Provided is a mounting device for a twin-roll thin-strip continuous-casting side sealing plate, comprising a positioning device (3) having an accommodating space for accommodating a positioning side sealing plate (1), a drive device (2) used for driving said positioning device to move linearly toward or away from a casting roll (12), and a control system which regulates the position of motion of said positioning device by means of said drive device so that the side sealing plate joins with, or separates from, the end section of the casting roll. Also provided is a method for mounting a twin-roll thin-strip continuous-casting side sealing plate. The mounting device for the twin-roll thin-strip continuous-casting side sealing plate quickly positions the side sealing plate in the positioning device, thus facilitating the replacement of the side sealing plate, effectively reducing the time required for positioning the side sealing plate, and avoiding a large drop in temperature of the side sealing plate due to the long time required for positioning it. At the same time, the control system correspondingly regulates the driving force of the drive device according to actual requirements, satisfying the motion and positioning requirements of the positioning device and side sealing plate.
