A gas-liquid dual-phase combined energy storage and power generation system, comprising a compressed gas storage unit (110), a first gas channel (120), a liquid piston device (130), a hydraulic potential energy conversion unit (140), and a first pumped-storage power generation unit (150). The gas-liquid dual-phase combined energy storage and power generation system connects the liquid piston device (130) to a first port set (141) of the hydraulic potential energy conversion unit (140) to receive from or output to the first port set (141) liquid potential energy, and connects the first pumped-storage power generation unit (150) to a second port set (142) of the hydraulic potential energy conversion unit (140) to receive from or output to the second port set (142) liquid potential energy, thus providing an energy storage and power generation device. The present invention also relates to an energy storage and power generation method using the system.
