A small-diameter Kelly TBM driven by a center shaft, solving the problem that a TBM structure in the prior art does not meet the requirements for the construction of a small-diameter tunnel. The small-diameter Kelly TBM driven by a center shaft comprises a cutter head (1), a shield (2), a steel arch mounter (3), a transmission shaft (4), an inner Kelly (5), an outer Kelly (6), a shoe (7), a propulsion oil cylinder (8), a host belt conveyor (9), a back supporter (10), a driving box (11), a driving motor (12), a decelerator (13), a main bearing (14), an adapter ring (15), a clamping oil cylinder (16), and a clamping oil cylinder mounting seat (17). The driving motor, the decelerator, and the driving box of the small-diameter Kelly TBM driven by a center shaft are provided on the tail portion of the inner Kelly, such that the length of the shield can be reduced, surrounding rocks can be supported and protected in time, and meanwhile, the center of mass of the host can be moved backward, facilitating the stability of the host, and preventing the TBM from turning over. The transmission shaft is located inside the inner Kelly, and the host pulley conveyor is provided on the upper portion of the outer Kelly. Such an arrangement can reduce the sizes of the inner and outer Kellys, and enlarge the working space of the host area, such that the structure of the TBM can be more compact, so as to meet the requirements for the excavation of a small-diameter hard rock tunnel.
