Provided are a dataflow control instruction generation device, a dataflow control instruction generation method, and a dataflow control instruction generation program which enable appropriate circulation of open data and smooth utilization of the open data by an application. A dataflow control instruction generation device 10 is provided with: a first data-side metadata acquisition unit for acquiring first data-side metadata, which is information relating to first data; an application side metadata acquisition unit for acquiring application side metadata, which is information relating to an application that provides a service by using the first data; a matching unit for performing matching between the first data-side metadata and the application side metadata to extract the first data which meets a request from the application; and a transmission unit for transmitting, to a user terminal device 40 which executes the application, a dataflow control instruction including information for acquiring the first data from a database in which the extracted first data is stored.
