The present invention is based on the loading of a hydrophilic natural three-dimensional network made of cellulose nanofibers with lipid-based dermal carrier systems. Lipophilic or hardly water-soluble active substances both for cosmetic and pharmacological/pharmaceutical/medical use are encapsulated in the lipid particles which are in the nanometer range. These nanoparticles are present in aqueous dispersion or solution, thus allowing incorporation of lipophilic active substances into the hydrogel which is based on a high water content (water content up to 99.99%). Such active substance-laden cellulose nonwoven structures are extremely useful in the field of cosmetics for a multiplicity of different applications (inter alia anti-wrinkle, skin moisture, skin regeneration etc). However, they may also be used in the field of medicine (inter alia for wound treatment necessitated for example by various factors such as chronic wounds, burns, diabetic leg and foot ulcers) and also as implants (for example bone, cartilage and skin replacement but also in the field of dentistry).
