A modular high-density coal measures oil shale quality improvement process and quality improvement system. The moisture content of oil shale is used as an index; when the moisture of the oil shale is less than 10%, the process comprises: +13 mm materials are separated by using an air dense medium fluidized bed, 13-6 mm materials are separated by using the air dense medium fluidized bed, 6-3 mm materials are separated by using a vibratory dense medium fluidized bed, -3 mm materials are separated by using a vibratory fluidized bed, and media are recycled by using a magnetic separation process and are used as cycling media; when the moisture of the oil shale is greater than 10%, the +13 mm materials are separated by using a composite dry separator, the 13-6 mm materials are separated by using the composite dry separator, the 6-3 mm materials are separated by using the vibratory fluidized bed, and the -3 mm materials are separated by using the vibratory fluidized bed. The raw ore of the oil shale is separated into ore concentrate and ore tailings by separation of each level of granularity. The process flow is simple, so that efficient separation of the coal measures oil shale is implemented.
