A flip-cover type e-liquid filling device for an electronic cigarette atomizer and an electronic cigarette atomizer having same. The e-liquid filling device comprises a top cover (2), the edge of one side of the top cover (2) being provided with a flipping portion (3) which is hinged to one side of the top portion of the main body portion (1) by means of a rotary shaft (4); the other side of the top cover (2) is provided with a locking block (5) extending downwardly, and the other side of the top portion of the main body portion (1) is provided with a locking position capable of accommodating the locking block (5); an unlocking button (6) is movably mounted in the locking position, the inner side of the unlocking button (6) abutting against the main body portion (1) by means of an elastic member (9), the outer side of the unlocking button extending out of the outer side surface of the main body portion (1), and the unlocking button (6) being provided thereon with a locking member (7) which is matched with the locking block (5); the end face of the top portion of the main body portion (1) is provided with an e-liquid filling hole (8), and the top cover (2) completely covers the e-liquid filling hole (8). The e-liquid filling device is easy to operate, only one hand being needed to perform the opening or closing operation of the top cover (2), and avoids the risk of the top cover (2) being lost; moreover, when opening the top cover (2), no force is applied to the screw threads of an e-liquid chamber, ensuring the structural stability of the e-liquid chamber.
