Provided is a method for producing a catalyst for carbon dioxide modification of methane, the method including impregnating a silica carrier with a solution containing a nickel-containing chelate complex, and drying and firing the impregnated silica carrier so as to support nickel on the silica carrier. Due to this configuration, provided is a catalyst for carbon dioxide modification, which is inexpensive while exhibiting good stability. In addition, a synthesis gas containing hydrogen and carbon monoxide is produced by reacting methane and carbon dioxide in the presence of this catalyst for carbon dioxide modification.
