Provided is a cultural exchange system which assists transmission of cultural information of a home country including selling cultural contents such as folk tales and nursery rhymes to other countries. A cultural exchange system according to the present invention has a host country information management device, at least one participant country information management device, and a plurality of user terminals connected via a network. The host country information management device includes: an information management unit for creating and managing a host country homepage which shows information relating to a host country and a participant country homepage which acquires participant country information from the participant country information management device and shows the information; a virtual store management unit for creating a virtual store which sells cultural contents of the host country and a virtual store which sells cultural contents of the participant country on a Web page and manages the virtual stores; an official examination unit for performing official examination for a level of understanding of a user with respect to the participant country information; and a virtual citizen certificate management unit for issuing a virtual citizen certificate of the participant country to a user who has passed the official examination.
