The present invention relates to a cosmetic composition for promoting skin regeneration and skin moisturization containing low molecular neutral oligosaccharide derived from green tea as an active ingredient, and a production method thereof. A green tea-derived oligosaccharide fraction promotes differentiation and proliferation of human keratinocytes as well as skin moisturization, and also helps dermal layers damaged by external stimuli quickly recover, thereby enabling production of functional cosmetic compositions containing the same as the active ingredient.
