Provided are Ti-RAFM having good mechanical properties and a manufacturing method thereof. According to the present invention, the Ti-RAFM comprises: 0.05-0.2 wt% of C; 7-10 wt% of Cr; 1-3 wt% of W; 0.05-0.3 wt% of V; 0.01-0.15 wt% of Ti; 0.1-1 wt% of Mn; an amount of less than or equal to 0.5 wt% of Si; an amount of less than or equal to 0.1 wt% of Al; an amount of less than or equal to 0.02 wt% of P; an amount of less than or equal to 0.01 wt% of S; and the remainder consisting of Fe and inevitable impurities. A base structure is tempered martensite structure, and in the martensite structure, a fine (Ti, W)C carbide and a fine M23C6 carbide having a nano-size are extracted.;COPYRIGHT KIPO 2017
