The present invention relates to a photovoltaic power generation heating system capable of enabling a user to directly use photovoltaic power generation electricity in accordance with site conditions and an implementation method thereof and, more particularly, to a system including a photovoltaic power generation unit which receives solar light energy and produces electric energy and a heating unit which generates heat with electricity generated by the photovoltaic power generation unit, and an implementation method thereof. The photovoltaic power generation heating system according to an embodiment of the present invention comprises: the photovoltaic power generation unit including photovoltaic power generation equipment which receives solar light energy and produces electric energy; and the heating unit which has a solar powered electric heating element generating heat with electricity generated by the photovoltaic power generation unit. The solar powered electric heating element has a parallel synthesis structure in which a plurality of strands of fine wire are brought together to come in contact with each other and is a heating wire bundled into one.
