Disclosed are a high property emergency system and a public safety and disaster communication method thereof. The disclosed method includes the steps of: searching for a non-used frequency band through sensing a frequency band of a base station or a central server; transmitting a disaster signal by using the corresponding frequency band if the non-used frequency is found; and sharing a spectrum to minimize inference with a main user if the non-used frequency band does not exist.
