The present invention is able to effectively be applied to remove an outcrop of the bedrock when the bedrock protrudes from a soil slope or a surface layer unit in a region where blasting is not allowed. The outcrop of the bedrock is cut at a predetermined interval and a predetermined depth, and is struck by a hydraulic breaker to be removed in order to improve a speed for construction and reduce a striking noise. The removed bedrock is able to be used for a rock.
