The present invention includes: a fermenting part promoting the fermentation of a mixture, and discharging a fermented byproduct, which has been completely fermented after the elapse of predetermined time, through a discharge passage of a drying plant; a remote monitoring control terminal device installed in a sewerage facility including the fermenting part, and obtaining sewerage measurement information by monitoring and measuring the facility; a data collecting device connected with the remote monitoring control terminal device to receive the sewerage measurement information through power line communication (PLC); and a control part connected with the data collecting device, receiving and analyzing the sewerage measurement information from the data collecting device, and then, supervising, managing, and controlling the sewerage facility by using the analyzed information.
