To manufacture a catalyst containing a carrier and an enhancer for silver and transition metal oxide through a slurry method, a bulk catalyst for a direct oxidation reaction to propylene is disclosed to manufacture propylene oxide from propylene and oxygen at a higher yield than an existing method by applying a specific transition metal oxide enhancer. As the catalyst is used for manufacturing propylene oxide from a direct oxidation reaction to propylene, provided is a catalyst for a direct oxidation reaction to propylene, including molybdenum oxide and tungsten oxide as a catalyst enhancer.
