The present invention provides a peel-off type cosmetic composition for an eyebrow tattoo having excellent initial tinting strength with excellent adhesiveness with the skin, and having improved spreadability with easy viscosity controllability and also provides a manufacturing method thereof. The cosmetic composition for an eyebrow tattoo of the present invention is of a peel-off type to be very easy to use, exhibits a short-term tattoo effect because the color is maintained for three to five days or more with one-time use, has excellent initial tinting power so that even when washed immediately after the peel-off, the tinted color is maintained almost intact, has easy viscosity controllability to have excellent skin spreadability, can exhibit various natural colors with a specific combination of dyes and pigments, and stays on an eyebrow area or falls cleanly without any bleeding of color at the time of peel-off (cleansing).
