Provided are a method and an apparatus for setting a barring factor in an access control technique employing access class barring in a wireless communications network. The method for setting a barring factor according to an embodiment of the present invention includes: a first step of predicting a load to be newly activated in a next time slot; a second step of estimating a load to be carried over to the next time slot; a third step of adding the predicted load and the estimated load to estimate the number of devices which make an attempt at random access in the next time slot; and a fourth step of determining a barring factor for the next time slot to maximize the number of devices which succeed in random access, by using the estimated number of devices which make an attempt at random access. According to the present invention, a barring factor for a next time slot is set considering both terminals that are going to make a new attempt at random access in the next time slot and terminals that failed in random access in a current time slot. As a result, the probability of succeeding random access in the next time slot is increased and the efficiency of communications in a random-access channel is improved.
