Provided are a method and an apparatus for setting a barring factor in an access control technique of an access class barring scheme in a wireless communication network. According to one embodiment of the present invention, the method for setting the barring factor for controlling access of a terminal includes: a barring factor setting step of setting the blocking factor based on access attempt information of terminals; and a barring factor transmission step of transmitting the set barring factor to the terminal. In the barring factor setting step, one of beta distribution curves having a plurality of intervals is selected based on the access attempt information of the terminals, and the barring factor is adjusted by a difference value corresponding to the selected interval.
