A scenario-based RF threat signal generating apparatus according to the present invention includes a digital signal generator and an RF signal generator. The digital signal generator includes: a threat simulating unit which is formed to simulate threat specifications; a receiver simulating unit which is formed to simulate receiver specifications; a signal environment simulating unit which is formed to simulate signal environments around the RF threat signal generating apparatus; a scenario simulating unit which is formed to generate an equipment operation scenario by using the simulated threat specifications, receiver specifications, and signal environments; a simulation signal generating unit which generates a digital data signal based on the scenario; and an RF signal generator connecting unit which converts the digital data signal into a data signal for the RF signal generator to transmit the same to the RF signal generator. The RF signal generator includes an RF signal generating unit which receives a control signal and data for generating an RF signal from the RF signal generation connecting unit and generates an RF signal when receiving an RF signal generation command; and a data storage unit which stores data, which is converted into the data for RF generation in the RF signal generator connecting unit, in an internal memory when receiving a data charging command. The present invention can perform system performance systematically and effectively through various threat condition and environmental simulations.
