The present invention relates to a visibility analysis method for selecting a navigation system reference station using a visibility analysis device which analyzes visibility using a portable terminal and a visibility analysis device to select a location of the reference station receiving signals from the navigation system. According to the present invention, the method includes: a step for adjusting the horizontality by installing a visibility analysis device on a candidate place for installing a reference station, wherein the visibility analysis device enables horizontal and non-vibrational rotation of a terminal part which is embedded with a visibility analysis software and is capable of recording by a camera and sensing the latitude, longitude, elevation, angle and location; a step for confirming visibility, with the elevation angle of 0° through the terminal part, when the installation of the visibility analysis device is finished through the above step; a step for confirming visibility, with the elevation angle of 5° through the terminal part, when the visibility at the elevation angle of 0° is confirmed in the above step; and a step for confirming and analyzing an obstacle which exists at the elevation angle of 5° or above through the terminal part, when the confirmation of visibility at the elevation angle of 5° is finished through the terminal part through the above step.
