The present invention relates to an emergency safe information notification module which is capable of effectively monitoring a behavior state and an environment state of an observed person, and continuously monitors abnormality of a behavior and a behavior environment of an observed person to periodically and immediately provide notification to a person in charge, and a vulnerable social group management system which provides continuous, immediate, and efficient management of a vulnerable social group by using the emergency safe information notification module. According to the present invention, the information notification module comprises: a first sensing unit which collects information on a state of the observed person and generates state data; a first communications unit which provides direct communications with a terminal of the person in charge and transmits the state data to the terminal of the person in charge; and a control unit which controls the first sensing unit and the first communications unit. The first sensing unit comprises a temperature/humidity sensor, a light amount sensor, and a motion sensor.
