The present invention especially relates to an electrochromic substrate system having a discoloring layer in which discoloring occurs by applying current. The system comprises: two transparent conductive films facing each other; a discoloring layer formed on each of surfaces facing the two transparent conductive films; and a solid electrolyte layer filled between the discoloring layer, wherein the transparent conductive film includes a sliver (Ag) component. Therefore, the transparent conductive film is stable even if a heat treatment is not performed with high temperature heat, and also can increase transmittance of visible light due to an easy electrochromic control while the transparent conductive film has low resistor properties of approximately 10 ohms without a heat treatment at high temperatures.
