Provided are an apparatus for a time-to-digital converter and a method of time-to-digital converting. The time-to-digital converter comprises: a delay processor; a coarse converter and a node selector connected to the delay processor and selecting first and second voltages having opposite polarities from adjacent stages in the delay processor; a fine converter connected to the coarse converter and the node selector and determining a zero-crossing time related to the first and second voltages; and an encoder connected to the coarse converter, the node selector, and the fine converter and receiving and encoding the first voltage, the second voltage, and the zero-crossing time. The first voltage is a first negative voltage before the zero-crossing time and the second voltage is a first positive voltage after the zero-crossing time. Accordingly, the apparatus and the method can improve resolution of the time-to-digital converter.
