The present invention relates to an exhaust duct using a separation membrane and plasma discharges, a plume reduction cooling tower, and a heat exchange system having a cooling tower and an operation method thereof. More specifically, the exhaust duct using the separation membrane and the plasma discharges comprises: a body having an inlet unit through which a fluid flows and an outlet unit which is discharged in a form in which scattered droplets of the fluid flowing through the inlet unit and a part of water vapor are removed; a water eliminator installed to allow the fluid to pass between the inlet unit and the outlet unit and having a separation membrane module for selectively absorbing and separating moisture from the flowing fluid; and a plasma discharge unit installed to pass the fluid between the inlet unit and the outlet unit and generating the plasma discharges to collect the scattered droplets from the flowing fluid.
