The present invention relates to an exhaust duct using a separation membrane, a white smoke reduction cooling tower, a heat exchange system having the cooling tower, and an operation method thereof. More specifically, the present invention relates to a cooling tower having a white smoke reducing function using a separation membrane. The cooling tower comprises: an exhaust duct including a main body having an inlet part into which a fluid flows and a discharge part which discharges a fluid introduced through the inlet part while a water vapor part and a scattering droplet of the fluid are removed, including a drying tower installed to allow a fluid to pass between the inlet part and the discharge part and lowering the humidity of the fluid, and a moisture remover having a separation membrane module installed to allow a fluid to pass between the inlet part and the discharge part and selectively absorbing and separating moisture from the flowing fluid; an air inflow part provided at one side of the main body to introduce cooling air thereinto; a cooling water discharge pipe having a plurality of spraying parts to spray cooling water, which is used for cooling and is heated in a cooling heat exchanger, to the inner lower end of the main body of the exhaust duct; and a filling layer provided at the lower end of the cooling water discharge pipe to allow the sprayed cooling water to exchange heat with the cooling air to be changed into a vapor phase. The moisture remover is provided on at least one among the lower side of an exhaust fan provided in the discharge part, the upper end of the drying tower, and a space between the drying tower and the cooling water discharge pipe, selectively absorbs and separates moisture from a humidifier, and discharges the moisture through a separation fluid collection pipe.
