Disclosed is a portable life-saving device on the water. More specifically, the present invention relates to the portable life-saving device on the water capable of maintaining a convenient state in usual time and being floated on the water in a distressed situation. The portable life-saving device on the water according to one embodiment of the present invention comprises: a wearing belt including a first plate, a second plate, and a connecting belt connecting the first and second plates; a rear tube installed in the first plate and having an air ball shape by being expanded to both sides of the first plate due to gas injection; and a first gas injection portion for injecting gas such that the rear rube can be expanded, wherein the rear tube is composed of first and second tubes provided at left and right of the first plate, and may be formed with a gap between the first tube and the second tube when being expanded.
