The present invention relates to a preliminary protection net of an eco-friendly polymer material having dust prevention and seed attachment functions, and a seed attachment layer using the same. In particular, the present invention relates to a preliminary protection net of an eco-friendly polymer material having a dust prevention function and a seed attachment function and a seed attachment layer using the same, wherein the preliminary protection net for attaching seeds is woven by a biodegradable resin. The preliminary protection net comprises: a dust prevention film (21) which has a linear film structure having a wider width than a thickness and extends in a zigzag shape; and at least one connection formation string (23) which forms a knot separated to maintain a zigzag shape of the dust prevention film (21) and linearly extends. The dust prevention film (21) is woven by bioplastics including biodegradable plastics, oxidation biodegradable plastics, or biobase plastics or an aliphatic polyester-based biodegradable polymer including polylactic acid (PLA).
