The present invention relates to a frequency measurement apparatus and method using a PLL technique. The frequency measurement method using the PLL technique of the present invention includes a step of determining whether a set interrupt is generated; a step of reading three-phase digital phase voltage values when the set interrupt is generated; a step of converting each of the read digital phase voltage values into the voltage value of a rotational coordinate system which is a two-phase voltage value; a step of performing D-+Q conversion using the converted two-phase voltage value; and a step of sampling the D-Q conversion by a predetermined number of times and detecting a current angle and a current frequency. It is possible to improve economic efficiency because there is no need for an additional circuit configuration for frequency detection.
