The present invention provides a stirring system to verify water environment efficiency for a low impact development element (LID) technology, making a standard polluted water in consideration of the LID element technology and environment of an installation area, and spraying the made standard polluted water to a water quality measurement unit configured in an environmental condition of the installation area so as to test performance for non-point pollution reduction of the LID element technology. According to the present invention, a stirrer installed in the internal space of a standard polluted water making unit and a standard polluted water stirring/injection unit is eccentrically installed, thereby providing an effect of realizing effective stirring without settling down a floating matter. Moreover, a stirrer of the standard polluted water stirring/spray unit comprises a porous tube and a compressor to supply air pressure, thereby increasing a stirring effect. Moreover, a spray nozzle to spray the standard polluted water comprises a full cone nozzle, thereby preventing clogging of the nozzle by a floating matter to provide an effect capable of effectively spraying the standard polluted water.
