The present invention provides a thin plate casting apparatus for eliminating surface defects of an edge portion only by surface irregularities and a method for manufacturing the same. A twin roll type thin plate casting apparatus of the present disclosure is a twin roll type thin plate casting apparatus for casing invar steel containing 15% or more of Ni component by supplying a soluble gas. The apparatus comprises: a casting roll comprising an edge portion having a lower surface roughness than a center portion; an immersion nozzle for injecting molten steel into the casting roll; and a meniscus shield for covering a molten bath surface for casting and serving as a soluble gas supply passage. The soluble gas is supplied through the meniscus shield so that the Ni content of the invar steel is 15 or more, and the surface roughness of the edge portion linearly increases from an end portion to the center portion.
