Disclosed are a cloud data center control system for providing a security service for each tenant in a cloud data center using virtualization technology and an operating method thereof. The cloud data center control system includes: a tenant security module configuration determining unit for determining a security module added to a tenant and an installation position of the security module; a tenant monitoring module configuration determining unit for determining a monitoring module added to the tenant and an installation position of the monitoring module; and a tenant policy determining unit for determining a policy to be used for the security module or the monitoring module.
