According to a first embodiment of the present invention, a carbon fiber unidirectional packing sample production apparatus includes: a body; a carbon fiber insertion unit disposed at an upper end of the body; a carbon fiber pulling unit provided adjacent to one side of the carbon fiber insertion unit to operate right/left; a carbon fiber cutting unit provided in the body while being disposed on a lower side of the carbon fiber insertion unit to operate up/down; and a control unit provided on a front surface of the body to control the carbon fiber pulling unit and the carbon fiber cutting unit, wherein a plurality of carbon fiber strands are divided into two bundles and fixed to the carbon fiber pulling unit on one side of the carbon fiber insertion unit, and moved in one direction toward an opposite side of the carbon fiber insertion unit so as to be packed, and both ends of the packed bundles are cut by the carbon fiber cutting unit to produce a packing sample. Accordingly, high accuracy is ensured as compared with a conventional contact angle measurement scheme.
